Bronx Post Office Bulk Mail Facility

This Facility will be closing soon....we have to be alert as to what company will take over this huge ageing building

The hundreds of Tractor Trailers that load and unload from this facility have degraded the once quiet neighborhood and the M-1 restrictions that used to be well enforced.

Because this is a facility that is considered under federal jurisdiction, our police depts. have waived much of the enforcemnet of M-1 rules.

It has been a battle by all our various stages of Community and Civic groups to get the Tractor Trailers to follow the laws. We applaud the work of these groups and hope for continued success. 2009 update...the Trucks are still somewhat off the street...thank you to all involved.

Illegally lines vehicles up at 9:00 am along office entrance on Schley Ave.

and double parks into street . This causes the 2 way street to narrow to a one lane on a dangerous curve.

(2007) around Christmas we had to write a letter to the community board and also call and visit the main office of UPS to complain about 6 vehicles that they were parking across from the residential area of Brush Ave. We understood that this may have been temporary but we explained to the manager of UPS that if the PO Up the block (subcontracted drivers) see this is allowed we will never get rid of them. UPS manager was rude and would not give his name. He complied only after his main office spoke with him.

They now use the employee parking for more trucks and have the employees park on Brush Ave.

Oct. 2009 Many large trailer trucks renting space for parking vehicles. Ciminello Properties has planted natural green vines to cover fence and block the vehicles from site.

2010 as many trucks as you can fit in a 6 acre site are there.

Ciminello has planted natural green foliage to the ugly chainlink fence which seems to be a perfect defense against grafitti and contributes oxygen and absorbs rainwater as well.

Dec. 2008: Gas line has been connected through from Rohr & Brush to Pepsi, Left a big mess in already worn out street, no drainage for water and mud, huge puddles near Senger and Brush.

Dec. 19, 2008: complaints have been registered to Com. Bd. 10 to keep the heavy traffic off Senger Place.

Jan. 2009: many complaints about senger place being used as a drivway for construction vehicles much heavier then 5 tons.

Feb.2009: trucks continue to intermittantly use senger place as driveway.Sidewalks are in on the Hutch Service road South. Article was written about our fears of graffitti along this huge wall.

Pepsi responded saying the trees would take a while to grow once planted.

March 2009: trees were cut along senger place to place sidewalk. Tree cutter says they will be cutting large trees throughout the undeveloped Jay Place to create a grassy area that would be an emergency exit? We have brought this to the attention of the Bronx Times and Com bd 10.

Ferry Point Community Advocates Writes:

4/30/2008

Dear Cheng Lu,

Director-Systems Operations

For some time now the question of subcontracted vehicles using your future Pepsi Distribution Center on Brush Avenue has been on my mind. The question of whether there would be vehicles other than those already described (as being provided with on site parking) utilizing the distribution center, never seems to be answered. To quell my member’s fears, I need a direct confirmation from you that there will be no on street parking of trucks in our neighborhood of Ferry Point.

To clarify this statement, I need to know that there will be no street usage of any trucks that have to do with loading, unloading dead storage between runs, or sleeping in their vehicles day or night, deriving from the use of this future Pepsi Distribution Site.

We need a written response to this question ASAP. There is simply no longer any room for such traffic in our area and you will have to make other arrangements for subcontractors if this is even suspected to be a possible occurrence.

We also need an updated version on what type of traffic and their projected routes for the estimated 120 (30 ft trucks) daily and the 14 (tractor trailers) after 11pm.

So far we can only assume that the original Traffic Study that we questioned immediately as hard to enforce is now non existent. This original study said that the Tractor Trailers would not pass our homes at night. They would use the “ring” road that turned under the Bronx/Whitestone Bridge. Due to Homeland Security measures, this road is closed at Dusk since Sept. 11, 2001. In reality (the tractor trailers all use Brush Avenue throughout the day and night, just as we thought)

The noise from the Trucks backing up now echoes off the walls of the pre existing “no set back” buildings (711 Brush) on the west side of Brush Ave. (your concrete wall seems to have addressed this problem and we thank you)

We are also requesting to know what type of fence will be built along the exposed sides of your building to protect the huge walls from Graffiti. We have a NO tolerance for Graffiti in this neighborhood. (So far no graffitti)

Jay Place concerns:

I have heard of no plans to complete this mapped road and would like to know if you have any contacts that say this road is planned to be built within the next 3 years?

Senger Place concerns:

We are also requesting that at the time you (or the City) puts in the sidewalks along your site line at Senger Place and hope that there are no burst pipes due to this mis-use. We hope to be good neighbors as we hope you will be….

Drainage: As you have witnessed throughout the construction process, there is a water problem on this site which is caused by under ground springs. The homes on Jay place and many of the others in our area have been suffering with higher basement floods since the start of this construction. We hope that by installing the catch basins at the same time as your sidewalks, this will speed up the process and also keep from impairing your distribution of beverages in the future when these catch basins will be put in. (delay in connecting installed catch basins caused 3 foot floods along the Pepsi site, Cable vision vehicle was actually destroyed, many vehicle towed, HoPenn was on News 12 with the problem)

Many residents have asked me “what is that huge crater you dug on the South end of the site?”. If you don’t mind telling me this I could pass the info on to the curious neighbors.

I have guessed that it may be some king of holding tank area for the water you will be using in the process of washing down vehicles, or the ground water that may be a nuisance in the future? I don’t think you are in need of refrigeration on this property? (this was a holding tank and they did have to pump water from site after completion due to clogged run off) (2011 still pumping out water dyuring heavy rainfall)

Many are curious if you decided to bring the Gas line down from Wenner Place?, Or are you staying with Oil Heat? (Pepsi did run electric and gas through the street on the residential side, they rip up our streets and only repair along side Pepsi Site)?

We are not happy with this huge project in such a confined area but do appreciate the professional process of construction that was used. We still have problems with trucks going up and down the ill prepared Brush Ave. which is the only way out of this site after 11pm and that means that each Trailer (24/7) will pass our homes.

, that the long awaited catch basins are also constructed at the same time.

Brush Ave.
This may have to be addressed if your Trucks have those very loud back up beepers.
